But in practice, a lot of the staff all have to weigh in on a meeting about how it will be done, and the task is often devided between a few programers, each covering a section, such as the UI, the cutscenes, and in-game, overworld, so on and so forth. It is a library and manager for hardware hooks, such as your graphics card, sound card, and periphial devices. Forcefeedback is a code instruction that is part of Direct X, which unreal engine, unity engine, and other game engins call upon to translate the engins data into a user experiance on windows pc's.
